Portales
is the county seat of Roosevelt County, which is located in east-central New Mexico. In 2007, the estimated population was 17,000 residents. Portales is located near the city of Clovis and also 12 miles from Cannon Air Force Base. Home to Eastern New Mexico University, the third largest university in the state, Portales is also one of the largest producers of peanuts in the U.S. Over 40 dairies are found here, producing and exporting hundreds of millions of dollars of local milk products each year. The attractive downtown is centered around a traditional town square with a Spanish urban design. The center of the town square includes the 1930s Roosevelt County Courthouse. Surrounding the courthouse are several busy retail shops. The Yam Theater, a historic theater located in the downtown area, is currently under renovation. Portales offers a variety of arts and cultural attractions. The Blackwater Draw Museum and Blackwater Archeological site are two of the most visited in the area. During Spanish rule in the 1600s, this area of New Mexico was named the Llano Estacado or staked plains, a possible reference to the prominent yucca plants that dot the flat landscape. Bizjournals.com ranked Portales 15th in the nation and 9th in the western United States in overall quality of life. The study was based on small, well-rounded communities where the economy is strong, traffic is light, the cost of living is moderate, adults are well-educated, and easy access to big-city attractions.

New Mexico's climate ranges from arid to semiarid, with a wide range of temperatures, depending on elevation. Average January temperatures vary from about 35°F in the north to about 55°F in the southern and central regions. July temperatures range from about 78°F at high elevations to around 92°F at lower elevations. Average annual precipitation ranges from 9.5 inches in the desert to over 20 inches at higher elevations. Nearly one-half the annual rainfall comes during July and August, and thunderstorms are common in the summer. Snow is much more frequent in the north than in the south.
